Todd Setser serves as the Vice President of Benefits for Brown & Brown of Arkansas. Todd has worked in the employee benefits world since 1994. He joined Brown & Brown in 2006 when his company was acquired.

Todd received his Bachelor of Science in Business Administration from the University of Texas at Dallas.  He holds a Certified Insurance Counselor and Registered Employee Benefits Consultant certifications. Todd is on the National Leadership Council at Brown & Brown and has served on various carrier advisory committees.

Mark C. Rambo, MSM, PHR, SHRM-CP, is a founding partner at HR Workplace Services, Inc., a global human capital consultancy with over 20,000 organizations in all 50 states and 31 countries.

With more than 30 years of human resource, management and financial experience, Mark offers his customers practical guidance and solutions to help meet their unique needs.

In addition, Mark is recognized as a specialist in the Family Medical Leave Act and the U.S. Department of Labor has invited him as a panelist for their roundtable discussions on FMLA.

HR Workplace Services is currently based in Scottsdale, Arizona.

Pam Stout is the owner of Redline Health. With nearly two decades of experience, Pam has seen many challenges and struggles with customers in the insurance industry. Her passion is helping make a difference in her customers' lives by explaining healthcare options in laymen's terms, one individual or company at a time.

Pam enjoys making Medicare as easy to understand as riding a bike (or motorcycle, preferably). Engaging with others on a human level and keeping things fun and interesting is why Pam is so renowned across Northwest Arkansas with thousands of customers and organizations.

When Pam needed to purchase her first insurance plan outside of group benefits, she realized how overwhelming the insurance process can be. At the time, she was not given any education to help her decide on a plan to fit her family’s needs. She was simply told what plan to enroll in. THAT is why Pam decided to get into this business. She wanted it to be better. Better education and better service, while helping to provide people the ability to take control of their healthcare decisions.

Between kids, grandkids, work and riding, Pam would say life is a journey. Get out there and enjoy it!

Carrie Stout is the President of CAS established Consolidated Admin Services a licensed Third-Party Administrator. CAS was established with one goal "SERVICE". When employers outsource their administration, they should not be burdened with worrying if their services were provided timely or accurately. Employers should be at ease knowing they have selected an administration company that will go above and beyond to help ensure compliant, accurate, timely and flexible administration and to know their employees are being serviced as they would service them.

Carrie has over 25 years of experience in corporate benefit administration, employee relations, communications, legal compliance and a history of providing outstanding customer service. Her experience as an employee, participant, HR/Benefits personnel, supervisor, director and now business owner allows her to see all service areas needed to help ensure the best experience for all parties.

Over her 25 years of administering benefit plans, Carrie has worked with large and small employers with implementation and ongoing administration of their plans. She has experience with state health plans and programs, down to individual plans.

Carrie has been a guest speaker to various organizations including Lorman, Health Underwriters, SHRM and APA (American Payroll Association). Carrie also service as an Advisory Member with Wexhealth.

CAS has been awarded the Best of the Best for 5 years in a row from our software solution provider, as well as a member of their Circle of Excellence. CAS was nominated as Arkansas Business of the Year in Category I 2019 and nominated and won Arkansas Business of the Year in Category II in 2020.

Rick Fox serves as the Regional Population Health Consultant for the Central Region of Brown & Brown. His passion and focus include working with employers to help develop data-driven strategic solutions to reduce costs and improve employees' overall health. He is an accomplished, results-driven consultant with a background in physiology, corporate wellness, healthcare and 17 years of experience providing leadership in designing, implementing and measuring health programs and strategies.

Rick earned a B.A. in Sociology and an M.Ed. in Kinesiology from Wayne State University.

Rebecca Shipley

SVP & Total Rewards Practice Leader at Brown & Brown

Rebecca Shipley is a leader in the Total Rewards space with experience in the strategy, design and implementation of all Total Rewards programs. Rebecca has developed a deep background in compensation and has led multiple Total Rewards teams. She has led and designed overall Human Resources mission, vision, values and long term roadmaps.

In Total Rewards, Rebecca has designed and communicated base pay structures, short term and long term incentive plans as well as sales compensation programs. She has created innovative programs that benefited both companies and employees, such as Flexible Time Off Programs and Sabbatical Programs. She is skilled at facilitating executive interviews and employee focus groups.

Additionally, Rebecca has been the HR lead for all activities of moving an organization from public to private status and well as directing many acquisitions for a multi functional integration team; including redesigning the entire Human Resources integration process. She has experience presenting, communicating and supporting executive compensation
programs for Compensation Committees of the Board of Directors and acts as a liaison between Finance and Legal.

Rebecca earned her degree from the University of Denver.
